Charlene has served as the Associate Director the Blackwell Industrial Authority and Economic Development Authority since 2017. She has served as their Executive Director since 2022.

She is an alumna of Northern Oklahoma College, University of Oklahoma, and Concordia University. Charlene and her husband, Michael have one child, Kristyn all who reside in Kay County.

Dream Project: To build onto the BEDA/BIA facility to add a technology and business incubator space to provide educational and technical support to existing industries for job retention and creation. This would benefit the entire Blackwell community by growing jobs, creating wealth and sustainability. 

Brianna Turner joined the Blackwell Industrial Authority and Economic Development Authority in in 2023 as the Administrative Assistant. She oversees the day-to-day administrative tasks of the organizations and assists the Executive Director in Economic Development initiatives. Brianna was born and raised in Blackwell and is a graduate of Northern Oklahoma College. She and her husband Josh, have two children, Landry and Lainey. She enjoys watching her children play sports and camping with her family.
